For TSC the oldest application that is still pending to be processed was filed on Jan 18. Basically if your filing date/notice date is anytime after that date, you cannot create a service request. For NSC, they have a 4 month processing turn around, so basically if you filed at NSC and its been 4 months since you filed your application, you can create a service request. The processing times are updated once every month on or about the 15th of each month.
TSC had 4 months as their processing time upto Jul 15. They changed it to Jan at that time.
