Send an email to the consulate and copy all the officials of the indian consulate in the email. Yes it is India and things are screwed up with either corruption or beurocracy but this much delay is ridiculous. Sorry to hear your situation. Is there anybody else who experienced this "police clearance". I renewed few years back at NY and there was no police clearance. Anyway hope you get it soon.
