Just spoke with my company lawyers. They told me that it is completely up to the discretion of the USCIS whether or not they issue you the 2 year EAD/AP combo card. Only thing you can do to increase your chances of that happening is to apply for both in the same envelope (paper file) and include a letter requesting for it.

So bnsf - you are on the right track.
