I think we would know how the dates would move in December bulletin this year. The labor backlogs would be clear by September and if the "45-day labor life" rule is enacted then whoever is eligible would have to file the I-140/I-485 by October middle or lose the priority date. So, hopefully State department would have a fair idea of how the dates should move by November.
So, bottom-line I am not betting too much on forward dates movement in April bulletin.
