1. Currently illegal :Illegals will register with govt and get a probationary card. This will allow govt to capture information about them. Then they will get Z visa renewal every 3 years with $ 3500 fee (1500 processsing, 2000 fine). That would be renewalable infinitely. Z visa holder can apply for Greencards only if they go out and come back (reboot their status) and pay another $10,000 for greencard fees (2000 when applying , 8000 when GC approved). Once they get Z visa, they can stay here and work here but they can never ever sponsor relatives even if they become citizens after a gazillion years. (something Sen. Kennedy and Dems would not like ). In the short time while they are on probationary card, (before getting Z visa), the government will create mechanisms to create tamper proof ID cards, tamper proof social security, provide DHS with access to social security database and IRS database so that in future, people cannot work with bogus Social security numbers and the employers have all the tools neccesary. The taxes paid so far by illegals towards social security will be counted only if they used real names and real social security numbers. Otherwise, they are lost forever by them.
2. Temporary workers : new Y visa will be issued. However the temp worker program will begin after certain milestones are reached like the border is secure with such and such miles of fence, such and such miles of patrol etc. etc. and all the illegals are registered and ready to apply for Z visa. Y visa will be 2 years duration renewable 3 times but the applicant has to stay in home country for 6 months between each 2 year term. Also, another seasonal worker visa where applicants can stay for 9 months out of 12 and can come back after 3 months stay in home country. Y visa holders and seasonal workers cannot bring family members here. (this is what will raise concerns of Sen. Kennedy and Dems).
3. Reduce Family based Immigration : Probably Sec. Chertoff's and Sen. Cornyn's idea.
4. Increase employment based Immigration : Probably Sec Chertoff's and Sen. Cornyn's idea.
5. Eliminate diversity lottery visa : Again, probably Sec. Chertoff's idea based on his testimony given to the Senate a few weeks ago.
