EB2 ROW spill over

I posted a thread with the latest (released March 5th) Demand Data Used in the Determination of the April 2010 Employment Preference Cut-Off Dates, don't know why it did not show up in the main page (or it got buried somewhere).

Okay, I noticed an interesting thing in this data published by the DOS, the EB2 ROW demand upto CY 2010 is only 200 !!

Does this mean it is good news for the other over-subscribed countries waiting for a spill over the last quarter? :)

Any thoughts in this gurus !

what is CY2006 mean, is it before jan 2006 or Sep 2006(when USCIS counts it's year)?

It is Calendar year starting Jan 2006.
