Could a group of 4 people where 3 are in the US under H1B start an LLC under equal partnership ?
Also one of the H1B guys has his I485 filed for more than 12 months and I140 approved.

it is valid as long as none of you are actively working in it. you should not get any benefit from it - financial or anything that can be tied to monetary acitivity.
you can re-invest that amount in the company itself and not take anything out until you get a green card. and you cannot work on a H1 filed by a company that is owned by you.

you can not get paid by company in return for your services. However you can be reimbursed for your expenses related to the company.
