EAD CPO / Approved but no Card yet - Gather here

With Support of IV I ran a drive to get details of all people whose case was approved and EAD was not yet received. This window ran from 10/27-11/03. After collecting details the list was sent to USCIS for further help and expediting card production for those cases. Eventhough, We are no longer collecting this info, Please post any updates ( if you received a card ) or if you have still problems with receipt of card.

My view after going through this and similar activities earlier unless our community steps up the voice there is no one to help us. Like everyone of us who contacted congressman's office for expediting card production should contact the same people to get us out of this mess. Lets dont wait till 2012 and worry about our EAD Cards again, we should get our GC's by then. Spend atleast 1/2 hour every month or two to meet and greet our lawmakers IV has excellent material, they are very friendly btw...

a. Prepare a letter for USCIS. I will be posting draft letter for your review and further fine tuning it.

b. I will create a excel file I will be including wait time of card production delay from date of cpo email. the excel sheet will have IV ID, name , address, phone numbers, application number, receipt date, approval date etc fields in it. Please email me at "gry129@gmail.com" in the following format (again no wrong dates all info needs to be 100% accurate)

Just wanted to post here to alert people that even though your EAD/AP is approved it could take a long time for it to reach you..Here is a post that I posted in another thread..

My AP has been approved 10 days ago, and so far neither the online status changed to approved nor i have received the approval copy. 2 ways I found out my AP was approved was through my local congressman and I took an infopass appointment. In the info pass appointment when I asked what is causing the delay in sending an approved AP, the officer says, if you did not get the approval notice in 45 days, call us back. This after waiting for more than 90days from the date of application. So, its not there until you have it in hand. Merely getting an approval these days is not enough, since they take anywhere upto 45 days to send the approval to you.

Attrocity to the core and the height of irresponsibility.

I got a response from Obudsman saying ICPS is currently experiencing delays. So their is no way you are going to get EAD's through any agency except through IV unless we mail this letter, as it is at dead end with all the other avenues. Please send in your details.

Guys its been very painful atleast for me this is what i did so far:
Congressman's office : No help after card approval
Ombudsman office : ICPS delays no further help
Contact NSC : No further help wait
infopass : card is waiting in the queue wait

Only beacon of hope is this current process.. I am not sure if you guys are delaying due to sharing receipt number etc... But if you all need cards and this issue needs to be addressed in future meeting uscis we need to back up with REAL numbers.. we are all well educated but need to come out of shackles if we need to fix our system...

This is the 'wife' - Before being denied it was on initial review. I'll call up tomorrow to find out what's going on. I doubt that i will get any answer from the CSR!

get to level 2 csr insist to level 1 that you need to speak to them. They can give better info and will have access to your case.

Called up USCIS and spoke with a level 2 officer. He logged into the mainframr and told us the case is still pending. The case status available online on USCIS website is inaccurate. He mentioned he receives 10-12 calls everyday reporting such problems.

funny but this is what i heard... the whole problem is with delay with printing cards since local facilities no longer issue cards it has to again go to central facility but they wont issue once card is approved...

Hey, I just got an email from USCIS.

I got the only CPO on Oct. 14th. But now the status retrieved back to PDO, which says they mailed me a letter today.

Is it a good sign? does that mean a physical notification letter? when can I expect my card to arrive?

in all my years of renewing EAD i have not seen a single instance (atleast with me) where USCIS sent a separate approval letters other than those with card. Some got second cpo before getting pda , pda necessarily means they sent out the card.

I am yet to receive my card, but last week had an infopass appointment. The field officer said my card has been approved from 10/21/10 to 10/20/12 (CPO mail on 10/22), he also gave me a signed letter stating the same. My current EAD expired on 10/30/10.

They are issuing from 1st CPO date so in your case your card would be valid from Oct 21, 2010 to Oct 20, 2012

And the next problem was even worse! We went for the infopass apointment y'day and were told that the case is indeed DENIED (too many contradictary answers by CSR, Level2 CSR and the infopass officer). Upon looking into the papers we found that wife and kids I-485 result was not updated with mine in their records! At some point there was a glitch in my I-485 but later the case was continued to /visa availability. The online status also shows "initial review". On showing the officer the screenshot , she said online status can be inaccurate. We've been asked to wait for a week or so for them to look into our case and hear back!
Waiting again....

EAD validity has nothing to do with your legal status... your status is tied to 485 , EAD is just authorization to work. Even you have worked it doesnt matter as the USCIS rule provides relief for about 180 days.. check for 245(k). On the contrary one cant work w/o EAD in hand immaterial EAD approved.

I advise and request each one of you to atleast take your time not more than 1 hr every month, there is fabulous material create by IV core on gettign prepped before meeting with senators / Congress man aide(s) or reps itself. More the momemtum we build more awareness and next time when you have issue(god forbid) they will quickly work on it.... Only you can bring change with your case.

yes I did mention to them... Not only job but medical reasons... But their point is once it goes in to Print facility those jobs are sequenced and cant be expedited. Congressman office gave them a call again.. they are doing their best... USCIS knows there are delays and there is some thing seriously wrong becoz most of demand of EAD's demand already gone. It might be attributed to some failure on ICPS during October after 8th through 25th and all the backlog is being pumped out now I still have 2 weeks hope it will turn around by then.

Since they have fine print of 30 days they are assuming that's their legitimate time to print and send out and they are covered.

Not to mention IV's help.

I could infer the following :

Many during 8,12,13,14,15 initial CPO dates got second CPO on 25,26,27,28,29 and many got PDA's on Nov 1, 2, 3 BUT for some limited number there is no second CPO with a PDA. Some got second CPO and no PDA before the card arrived. On avg. the card took 15-17 days to be printed across the board which is a good sign.

looks like CPO before 8 or 10th october are in limbo. people who got CPO after 10 are getting card . in my case CPO was on oct 06 and soft LUD on 12 but nothing since. Today I had the infopass and lady over there said she will mail the office for reprint she suspect it lost in the print que. she refuse to give certified letter with EAD detail reason being "washington has asked not to issue any letters for EAD . people should not be using letter for EAD" Her words. (they issued the letter to my wife on sep 30 2010.) any way.

I made some research based on the inputs (thanks all) on what is the exact process and why it is a bottleneck. Here is what I found out. ..

1. All the cards that were produced are at a central facility in Corbin, KY. It produces most of EAD's like 90% (as of 2006) I would assume it is now 100%

2. This is "Outsourced" to company called "DataTrac Inf Systems Inc" which is later acquired by CSC. That may explain the pain also caused as its being outsourced contractor who is controlling the printing..

3. On Oct 20, 2010 the contract is awarded to Company called General Dynamics Inc , there were around 61 staffers when CSC used to operate this facility. This is very interesting and coincides with the fact that change of contractor is attributing to the delays...

This is also may be one reason why USCIS is not expediting card production...

I got the same email from USCIS and they sent me the actual EAD card after 2 weeks of approval email. Guess it took 2 weeks to produce the card. Here's my story of EAD renewal. I applied on July 15, 2010 and my EAD was expiring on Oct 13. I called USCIS 2 weeks before Oct 13 and requested expedited processing based on financial point. They sent me an email acknowlidging my request and on Oct 13th my status online changed to Card production. I called them and they said it may take upto 30 days to get the card in mail. They mailed it on Nov 1st I received the actual card on Nov 3rd.

You won't believe that my company HR sent me a notice (first notice) on Nov 3rd itself stating that if I cannot provide the proof of EAD by Nov 5th, then they may let me go.

I am working with my green card sponsorship company A on EAD.I have Found a job which is contract(company B) to hire(to company C).The contract period would be 1 to 1.5 years and then Company C wants to hire me. Company B is ready to file my EB2 perm. So if I am able to clear the labor and I140(port EB3 date) stages in 1 to 1.5 years then can I immediately join company C or not? The thing is that Company C won't wait long for me to get first green card and then hire me.

when i contacted my congressmen's aide she said there were many cases this fall with this problem in San Diego itself... But when i started compiling list hardly there were 40 all over USA. I am not sure why many of us are worried that if we speak out our cases are in jeopardy... Unless we come out of this mis perception its not easy to succeed... Many people who have reported when it came to providing receipt numbers, names didnt even bother to reply me back... I didnt mind but that doesnt solve the problem. Only when IV reported they did take this as a action item... we can use these type of notes in future as proof of problem... and will help all.

IV it is , but each of one of us is IV... IF you have problems and solve it you be IV and IVCore will be behind you for valid reasons... IV is you , You are IV IV is the framework... I dont want to get any credit I got benefited myself through this campaign...

BUT IV advices you to try to each one of these before approaching IV Core. Becoz even before trying IV Core we need to prove all the other doors are closed. IV has specific contacts which can only be used at high critical or emergency situations. even though i dont want to speak for IVCore we need to ensure and prove other ways of getting things done are dried up before requesting problem be escalated.

Each one of us should do our part when we are not facing problems to avoid future problems... our actions shouldnt be reactions to a USCIS delay or problem.

Congressman or senator doesnt matter they go through the USCIS liason there are liaison specialists for each area like west coast , east coast, etc. if you are contacting senators, congressman the requests end up routing with only one liaison specialist also USCIS gets many hundreds or thousands of requests.. some time they were effective but not all.

For me IV was helpful, Ombudsman office was helpful in one stage, congressman office was helpful during adjudication, infopass was helpful for card production

In my personal opinion production delays are attributed to the fact that there is a change in contractor from CSC to General Dynamics during this period... not sure if this is the right reason... i have just correlated from online info and pause in printing for 2-3 weeks...

I understand your point but if that was truly the case then won't the status change to "Initial Review" and not to "Post Decision Activity". That said, since the case was denied (A Decision), one can always argue anything done after that is a Post Decision Activity.

my intention is not throw water on your expectations, but if you read through definition of what PDA means it also says if a case is being revisited after denial its also pda instead of initial review. for pda which says NOTICE SENT it is generally 2-3 days.

First go to Infopass dont ask about status "Demand" Interim EAD. Under administrative rules USCIS is supposed to either adjudicate the case or issue interim ead with in 90 days. The process is you go to Infopass you DEMAND interim EAD they send the email to service center whether they can adjudicate the case they either will or will send you interim EAD.

Thats right but Just becoz the other website is a piece of junk to make money of unlimited trackers... not necessarily we should be like that... I understand... They even blocked my IP when i had a note to moderators even... Any way thats not our problem... but most of ppl never even bothered to respond to drive, they were busy just tracking as the name suggests. .. . You are correct. Upon corresponding with Ombudsman's office, their response was also the same. Although they added we can expect an approval by end of the week. Good hing we already have an Infopass appointment scheduled for Friday morning. Do you think we should "demand" and Interim EAD or an "approval email" be provided - something my wife can carry with her on Monday to the firm that is willing to hire her? Do you think they would be nice enough to issue the "approval" email?

I have made several attempts with my local service center and demanded interim EAD but they made it very clear - "We DO NOT issue interim EAD any more". I was even asked not to come with Info pass as they cannot help and my case is under processing with an IO. Now i got to known my file is enroute to an officer and i should hear in 30 days. Its already 120 days now and nothing moved and i dont see USICS doing anything.

I would call it lucky to get expedited or any means via infopass. Only option is ask them to call NSC and check on status. That might help or even email if required. Finally i got my EAD approved after 116 days of physical and mental torture by USCIS and i guess now i need to fight for the Physical card. I thank the postings on this forum and it really helped me in every stage. I guess finally only my congressman could help.

If you really would like to thank, Just promise you would meet atleast your lawmaker for your GC problems(GC Backlog & IV Action list) through your local state chapter atleast once a month. That would be a real contribution in helping yourself and your community.

Yes i went through the same with the info pass. I still don't understand why do they have an Info pass appointment that says 'Interim EAD'. Anyways, I don't expect the card coming my way atleast in the next 2-3 weeks. What i realized is the card production is sourced to a different company and we are at the mercy of that company and USCIS cannot help much. Thanks to USCIS lot of us will lose jobs.

even though its sourced the facility is owned by USCIS , there are ppl from USCIS who control it its a demand and supply scenario for which USCIS never prepared itself...

after reading some of the previous posts, it appears the earliest we can expect to receive the card is two days after the PDA status which is typically a day after after the second CPO email. And the second CPO email can take anywhere from 2-14 days from the day first CPO is sent. Correct?

no guarantee , my wifes second cpo was next day , some had same day... reason most ppl had that delay was only between oct 8-22 i havent heard of those delays after

We received the first CPO on Thursday, 11/18 but nothing since. Let's see if the coming week changes anything for us....we have the fingers crossed

Finally i received my EAD card on Dec 18, 2010.
