PIO Card Houston

I mailed the pio card application for my son a couple of days ago to the Indian consulate in Houston. I did not realize that I had to go thru travisa outsourcing for pio cards and sent the application packet to the consulate. Has any one else done this and what was the outcome. Did the consulate send the packet to travisa or did they send it back. I would appreciate it if you can please let me know.
