I'm not sure how up to date is this. Is for sure a very detailed doc. An activity diagram actually.

It looks that they are processing in PD order after all.

Procedure for
Staging for the
Visa Hold Shelf
The Visa Hold Shelf holds cases whereby a visa number was available at the
time of filing, however, between the date of receipt and the date of
adjudication, the visa became unavailable. These I-485 filings are otherwise
ready for approval. These cases are staged chronologically by priority date,
preference category and country of chargeability until a visa becomes
available. They are reviewed monthly to determine visa availability.

further as you mentioned this is a an old (6 years) I-485 Standard Operating Procedure doc. I am almost sure that with their frequent policy memos and new regulations this doc would have a totally new avatar by now !
