How early can i change employer after 140 approval?
Is there any kind of waiting period after I140 approval to change employer so that i can retain my previous PD?

After you file for I-485 and don't get a green card for 6 months then under AC21 you are eligible to shift jobs/employers. I-140 is not the stage where you get that liberty.

After you file for I-485 and don't get a green card for 6 months then under AC21 you are eligible to shift jobs/employers. I-140 is not the stage where you get that liberty.

This may be true but i think the OP's question was about retaining PD
for which there is no wait after I-140 is approved
The PD can be retained when OP files a new I-140 and consequently a new I-485 when he/she becomes current.
I believe the letter and evidence requesting PD retention is done only at I-485 stage

Once your I140 is approved, PD is written on the stone and is yours to keep. You can port to this PD when you file a future PERM (same or different employer).
