View Full Version : TSC - I485 Approved but no CPO - Steps taken to resolve the issue

Folks,
If you who have received approval email but have not received a CPO email or physical card yet, please post the steps you have taken so far to get your cards. Also, people who have received their card after lot of struggle due to similar issue, please post your experience as well to help others.
The delay seems to be related to a missing biometrics or a valid biometrics not being readily available at the time of approval. Based on several posts on different forums, the issue appears to be more specific to cases transferred to TSC. The following are some of the transfer routes.
VSC->TSC
CSC->TSC
NSC->TSC
TSC->VSC->TSC
TSC->CSC->TSC
TSC->NSC->TSC
There seems to be no similar issue with cases filed or transferred to NSC. Those cases once approved are receiving CPO, PDA emails and eventually receiving their cards in a reasonable time frame. So, this seems to be a TSC only issue.
Let me start with my case and the steps I've taken so far to expedite card production.

July 11, 2011: I485 Approved
July 12, 2011: Post Decision Activity email at 12:00 AM
July 12, 2011: Contacted CIS to confirm approval and verify the address on file
July 18, 2011: Took Infopass to inquire about the delay in Card Production, and I was told to wait for 30 days
July 20, 2011: Called CIS to ask why there was no further updates, and created an SR
July 21, 2011: Spoke to level 2 rep to verify the biometrics status, and I was told that my biometrics is valid till September
BTW. this issue is not something new, I have seen some posts back from 2009 with similar issues.

July 23, 2011: Received I485 approval notice but the notice also says that card is not being sent as biometrics are needed and there will be a separate notice for Biometrics appt.

The following message in the approval notice is a standard message, and it doesn't mean that you'll definitely get an FP notice. This message will appear in the notice for cases that do not have biometrics readily available at the time of approval, mostly for cases transferred to TSC.
Given below is the message you would see in the approval notice.
"The above application has been approved. Prior to receiving your Permanent Resident card you may be required to report for biometrics processing (photo/fingerprinting/signature). Please do not take any action at this time."

Interesting fact: The I-485 approval notice shows Sep 27 2007 as the receipt date which is actually the date in which the applications were transferred from CSC to TSC, however we have the receipt date in our receipts as July 27 2007. A friend of mine told me that they pick up applications by the receipt date.

Still waiting for FP notice for my wife.
This is what my friend did. He opened an SR and as usual they asked him to wait for 30 days. After 30 days he went directly to the local Congressman with the letter of Approval
and the letter they sent to wait for 30 days.
The rep of the congressman called and in one week he had is GC in hand.
I would suggest that there is no harm in going to you local congressman or the state senator. Either will help you because they know that you are approved.

Sometimes they just forget to push the button, that's what happened with me, Called Second level CSR after a week and he created a SR to order the production of card and then I got it with in 4 days. Call to get the tracking number and if it's not been sent they will check the reason.

I would suggest that there is no harm in going to you local congressman or the state senator. Either will help you because they know that you are approved.
I already had opened an SR for my wife and it resulted in the approval - got the emails after the email that the SR has been picked up - I think it takes some 20 days to pick up an SR. I also have another SR for me which I think would be picked up in a week or so. I also read in some forums that the dependent gets FP notice after a couple weeks of primary getting it. Both my wife and I have 2 year EADs so not sweating it just yet :).

For me not Post Decision Activity. Still the status is Decision.
I am in a situation where I can't celebrate even I know GC is approved, until I see the cards. Fingers crossed...

They use these photograph/fingerprint/signature to produce the card and I believe it would just be 2-3 weeks to get the card(s) after FP appt.

I was told by USCIS rep that they sent me a letter for finger printing again. This is th fouth one (Nov-2007, Jul-2009, Feb-2011 and now). If I include the ones taken at airport while coming back from India, this will be fifth one.

I am in the same boat. I got my approval email on 7/13 and then mail approval couple of days later but no activity since then. I called USCIS and even spoke with level 2 but didn't get any update on why card is not ordered yet or if finger print has expired.
anybody in similar situation? any advise?

Same here - Got Approval on July 11th - but no CPO/Card since - I have taken a InfoPass for Aug 5 - lets see if that helps.. I am not really looking for passport stamping but rather find out the status ..

I am also in the same situation. Do we need the stamp if we go outside the US. I have valid Advance Parole.

I do not know for sure...
Here is what Rajiv Khanna's office said, I did mention in my email to them, that we have valid Advanced Parole.
"As per Mr. Khanna, your wife needs to take an infopass appointment and go to the local office with the approval notice to get a stamp on her Passport. (I-551) She can then travel."

I've tried everything except talking to a senator's office. I've called and spoken to level 2 several times, with no luck. They've no freaking clue on why the card has not yet been ordered.
I'm still waiting on a response for an SR created on the 20th. My plan is to contact a senator after 30 days from the date of approval. I've scheduled for an Infopass on the 31st day as well.

My last fingerprinting was in November 2008 at the Service Center. I did travel out of the country in 2009 and had to go through secondary inspection at port of entry.

I went for InfoPass today and they said for some reason my biometrics are not linked to my case even though i had done it 3 times - she made me do it again and said wait for 3-4 weeks for CPO mail. I had received the Approval mail on July 11th.

I opened SR (7/11) before I got approval email and I got response in mail to my SR stating that my application has been approved and TCS is waiting for my biometrics to up load in the system.
I am not sure what to do next instead of just waiting. I do have another offer and they want me to start in couple of weeks. I can't show them my EAD and I don't have card.

In fact, I spoke to an officer yesterday and she created an Expedite Request for our case, and she did mention that the case is not waiting for biometrics. I don't think the ASC office in my city is that busy. If somebody looked at the case deep enough to know that its waiting for biometrics, why can't that person generate an FP request?
Dealing with USCIS is totally a nightmare.

I had InfoPass appointment yesterday.
They did the temporary stamping for 6 months on my passport.
@SAMSU - On this temporary stamp i-551. It says Employment-Allowed. You can use that as the Document for I-9 for your new employer.

Look up the senator for your state from the following website and give them a call. Usually, they will ask you to fill up a form and sign a consent. Basically, you need to provide them your Receipt#, A# and etc., and given them permission to contact USCIS on your behalf. A formal letter is good, but not necessary in most cases.

Given below is what it says...
Because your cases were transferred from California Service Center prior to approval, Texas Service Center did not automatically receive your biometric information. This information has been requested and your Permanent Resident Cards will be produced as soon as possible. Please allow approximately 30-60 days for receipt.

As mentioned in the beginning of this thread, whosoever case is involved in transfers is bound to have a delay as all the details are either not completely transferred or transferred but misplaced. I received my approval notice dated May 20th, but no cards yet. After couple of SRs I got a response saying Biometrics are needed and will have to wait for them to send me the biometrics appointment. After two months passed without any appointment letter, I called them up again to check status, that is when they told me to call back if I don't receive biometrics appointment by end of August. That would be the 90 day period they ask us to wait if we don't get cards after getting approval notice. I have no updates on my case whatsoever, other than the approval notice.

I am in same situation. I appeared for Biometric on Aug 10th. After that no LUD nothing else. Did you hear anything after your biometric.

I got a CPO mail on 19th July and still waiting for the physical card. I called up customer service and got hold of L2 rep but they just asked to me wait till 30 days. Called them again yesterday and raised a SR. In the welcome notice they had mentioned that the card will reach me in 3 weeks. Any ideas what could be going wrong or is it just too much load on USCIS with so many approvals?

Approval email on July 19 and CPO email on Aug 19, perhaps a pattern? I contacted my state's Senator's office last week and their inquiry might have helped. Let's see how long the cards take to come...

I had a info pass appointment yesterday and the lady there was very helpful. She said that they are still trying locating my bio metrics. Mean while she asked me to give again bio metrics. But the system did not accepted. So she said nothing else she can do and put a 551 stamp in my passport.
So waiting .....

I've received similar (same text) response for my Service Request and for the emails I sent to TSC. This is a very standard message, and there is nothing you can make out of it. The response I got for the expedite request is little bit different, however that's not a game changer either. I'm pretty sure my ASC is not backlogged, so the response is total BS.
I'm really sick and tired of calling customer service to hear them repeat the same old information over and over again. I've tried everything I can so far, so I'm going to start pestering my attorney rather than calling USCIS. Of course, I've paid hundreds and thousands, so let them do some work.
I'll probably get my citizenship before I get my Green Card.

I received 2nd FP notice after approval, which I attended and a 3rd notice after CPO email which is scheduled for next week. I am going to call NCSC to find out what to do with the 3rd one as we received our cards today.

No , I did not get CPO email yet. The reason being they were not able to clone my original biometric which was taken in 2007. This info was given to me by the ASC manager after him following-up with the service center. The ASC manager said he will send another internal follow-up email to TSC once my bio is done next week (by the way this guy is a very nice person, he helped me a lot. I also got 1 year stamping on my passport).

Finally got the GC in mail. My details are below:
PD: Feb 2007
SR raised for status update: 11th July'11
GC approved, CPO mail: 19th July'11 (update only for me and for my wife it was still showing pending)
Received courtesy copy of welcome letter for both of us: 23rd July'11
Wait, Wait for physical GC
SR for CPO but no card production: 16th Aug'11
Status update changed to CPO again but dates changed to 25th Aug'11 (status for my wife also got updated to CPO)
Online status changed back to Post Decision: 26th Aug'11
Online status change to CPO-USPS picked up mail: 27th Aug'11
Got GC for me on 30th Aug'11 and GC for my wife received today 1st Sep'11

I went for the second infopass appointment on August 26th to inquire about the pending card. The officer at the counter checked the case and told me that the card was not ordered because TSC is waiting for my bios (photo and signature). He printed my photo, signature and other information that I had given to USCIS for my I-765 (EAD) few months ago, and told me that he is going to advice TSC to use it for my Green Card. Also, he sent an email to TSC requesting to do so.
I'm not sure whether the email he sent helped, or the expedite request triggered card production, but we got the card on September 3rd after receiving two emails on the following dates.
On August 31, 2011, we ordered production of your new card. Please allow 30 days for your card to be mailed to you.
On September 2, 2011, we mailed the new card directly to the address we have on file. You should receive your new card within 30 days.
BTW, the photo printed on the card was not the one given for the EAD application.
Here is my two cents....
If you are stuck in similar situation, please don't sit tight hoping that you will get the card one day. Take whatever steps you can, otherwise you'll never get the card.

It was a long journey on a really rough road with lots of hurdles, but IV helped us reach the final destination safely. Without IV's effort I wouldn't have filed my I-485 application in 2007, and I would not have enjoyed the EAD and AP benefits for the past few years.
I have learned and benefited a lot from IV, so I would like to take this opportunity to thank IV for its continued support to the community.

It's probably too early for you to take any steps. But, you can initiate the process by calling USCIS after a week. However, you'll not get a proper response from any of the sources (Info-pass,SR,Calls to USCIS,Congressman) until at least 30 days have passed.

Copsmart, Any update ?. My wife is also in same situation. Our I485's approved (PD:Jan 2007) on same day (July 15 2011) and I received physical card within 2 weeks. Wife received finger printing notice after I485 approval. She finished finger printing on Aug 17th. So it is almost 2 months since her fingerprinting. No CPO mail or card in mail. Contacted local senator and tried Infopass also. Answer was TSC waiting for finger print upload from CSC. Ours was a NSC to TSC transfer case. Don't know what to do at this point. Any suggestions, Please.

same situation here narendraare .. My approval was on July 11th and till date no CPO/Card- I took an infopass in aug 1st week and they mentioned do a fingerprinting again and we did - consequently my wife and my daughter's card arrived but not mine - i went for 2nd infopass on sept 28th - theymentioned not sure why it is not happenning and created a smartMail for soneone to take a look but no feedback yet...:( not sure what to do...

I was current since May 1st. Opened first SR on May 16 for which i got approval on May 20th. Nothing happened after that. For the next SR they said I needed Biometrics, but didn't send any appointment. And when I called back again and created an SR they said CPO. But I didn't receive the card for a month. So, I called back again after a month. This time they sent me the card, which I got couple of weeks ago. My wife is still waiting for the card. I recently opened another SR for her, and hope this time they'll send the card. When I asked the 2nd level rep to explain what was happening and was there anything I could do to expedite, she said they themselves did not understand why it happened that way. She suggested to Keep calling till we get our cards. I am sure everybody knows, but the way SR works is you can create only one SR within 30 days, and you can call back after 15 days only if you didn't receive any response for your SR. We took infopass to get the passports stamped, so that we don't have to worry about travel. The rep did however mentioned that for all practical purposes Approval Notice is as good as GC except the card.
I did not call any Senator or Representative. Wanted to keep it as the very last option. Good luck to all those waiting.

I got I-485 approval emails this past Friday, but no CPO emails. Current case status is Post Decision Activity. I scoured the forums, and it seems like cases transferred to TSC from other service centers have experienced delays in card production in the past due to the apparent missing biometrics for these transferred cases. Mine is a CSC --> TSC case (receipt numbers are WAC). The symptom is similar...no CPO emails, just the approval emails.
Although it's still a little early for me to jump to conclusions, but I am getting ready for the possibility that I may be about to experience what has been discussed in length in this thread.
Wondering if someone is actively in this situation, and if so, what steps are you taking to remedy.

This issue is alive and well at TSC! Mine was a CSC to TSC transfer case. I-485 approved on Feb 10, but card production not ordered due to biometrics upload issue.
It's like coming out of the EB3-EB2 interfiling cyclone, and now being hit with missing biometrics tornado. When will this end?

I am posting this for the benefit of folks who might be facing this issue currently, or may face it in the near future. This problem continues to persist at the Texas Service Center for transfer cases. You need to take proactive steps to resolve it.
I and my wife have received our green cards, almost a month after our I-485 were approved. Ours were transfer cases from CSC to TSC. There is a known problem at TSC with such cases where the biometrics data continues to be in the CSC database, preventing the TSC system from ordering the cards even after 485 approval. This requires the IT department at TSC to manually retrieve and upload biometrics into their database. In our case, sending emails to the TSC NCSC follow up email helped. The immigration officer who responded to the emails put in a request with their IT Helpdesk to retrieve and upload our biometrics, which finally triggered card production within 2-3 days of the request. We did not have to go for new biometrics.
