COS from H1b TO B2

My wife's H1 expires in a month and her employer is not yet ready to file an extension as they don't have an extended job for her. She is still looking for a sponsor and may need some more time for the same.

Question:

Can she apply for a COS to B2 and state the reason as needing some time to look for a new job/sponsor ??
