View Full Version : Will Stimulus Bills encourage TARP-companies to increase Outsourcing?

The HR1, stimulus bill has clause that prevents TARP-seeking firms from recruiting/employing H1-B (non-immigrants). Does this mean that they could increase "out-source" their IT work to vendors and thus claim they have not "employed"/"hired" H1B people?

Also, this cause them to sign big contracts with bigger offshore out-sourcing firms to remotely do the work and thus move the JOBS out of USA entirely?

What is "outsourcable" is being outsourced anyway. TARP companies (mainly the financials) generally use H1B contractors for on-site work and this is not affected by this
bill. I thought the amendment was removed during the conference.

Hi

There is an exemption in the bill saying that they can hire h1Bs with masters degree or if they pay $60k.I don't think any bank is paying less than this for their H1B employees.

May be this bill prevent from filing in the April lottery Etc..But they can still Hire H!B employees.

How about contractors -- at there banks. Are they affected by this.

I was browsing the internet and found this article. Looks like "President Obama and 2 other congress members made sure that New H1B rules will be removed from the Stimulus.

It is in the bill. Only the e-verify portion of the bill was removed. And Mr.Change is going to sign the bill on Tuesday. I doubt he will veto the amendment. But will see.
