I have an approved I-140 in EB3 with priority date of September 2007. I am currently outside of USA working for the same company. I am planning to leave this company to get into a better position at another company and take care of some personal business. If in future I come back to USA and my new employer files for my green card in EB2 category can I capture my previous priority date for the approved 1-140 even though it may have been withdrawn by my current employer ?

You are right, you can retain your PD even your employer withdrwn your 140

Is there is limit on the time duration between which the new PERM should be filed after the old 1-140 has been withdrawn ?

As long as you have approved 140 copy, you should be good, otherwise its hard
