When I was in US I applied for the Green Card I- 485 was pending I- 131 expired now H1B expired from 2008 I am in India from past 3 years and my Priority Date was 2006 in EB-2 category recently I checked the status says the post office returned the Card we mailed to you as undeliverable. Please call 1-800-375-5283 to update your mailing address', and will receive Green Card. due to personal reasons I had to stay back in India. how can be this possible when I am in India and not maintaining any status in US as on H1B nor renewed my travel document and the GC got approved for both as immigration status says from my passport that I am out of US from Feb 2008 and also I do not posses any valid I-94 from Feb 2008 to the day and now GC's are approved for me and my wife.
Can I change address and get the GC now

1) You could change the address online to friend's and have them posted the GC once it is received. That is possibility but I am not sure if it is legal, in this case to change address form abroad. consult with a lawyer.
2) If you had AP applied for and approved before you left USA, you could have entered using AP and your GC would not be considered abandoned. But now, you cannot. Even if you get the GC posted as soon as you try to enter, without AP you GC would be considered abandoned, since you left USA without permission , 3 years ago.

I hope you get your GC. USCIS is so dumb to not follow up and check where the GC beneficiaries are. Yours is not the only cases. Their have been quite a few cases like yours. May be IV could take up this issue with USCIS. But they are really stretched thin right now and have limited resources.

Same thing happend to me with 485 Approval notices.. even they confirmed AR-11 which I submitted couple of years back, they haven't updated my address completely. But luckily, when I got the tracking number, I called post office and them deliver to the new address. My approval notices were returned to USCIS and they changed my case status to Initial review and asked me to contact their CS. I opened a SR to have them re-sent, but I got a letter last week saying they do NOT send the approval notice. I took info pass and checked the case status.. IO said I am good to go. He also said they will hold the cards (if returned undeliverable) for 30 days.. if they are not claimed, they will break them. To order the cards again, we have file some sort of forms and will coast around $400.
So you can call the CS and have them send the cards to your friend/Attorney's address. Legally, they cannot mail these cards outside, so if some one coming to India, they can carry them and you can collect...but not sure if there will be any issue at POE.
