I am an employee of NY based Consulting Company A since September 2008. I have been working at DC based Client B (am still an employee of Consulting Company A) since February 2009.
Client B has offered me a full-time position with at a better pay rate.

To transfer my H1b visa to Client B in the current economy/situation, is it advisable to file a new LCA or file for a simple change of employer without a new LCA. Which one is safer?

If the job duties listed on Consulting Company A's LCA perfectly match the job duties at Company B, can I file for the H1B transfer without a new LCA?

If you client B is you rnew employer who is actually paying you, then you will need a new LCA. I am sure USCIS will agree as well

you can not file a new H1B with out a new LCA if employer is different

you have to file a new LCA.
