I am a Permanent resident since March 2009. I got married in India in Dec 2011 and would like to petition for my wife to come to the US. She has never been here before. What are my best options?
Since it takes time to get a family based GC petition approved, can I file for the petition for my wife and then have her apply for a visitor visa to come visit me temporarily while the process is pending?

Your best option seems to be to take citizenship at earliest possible date. After that sponsoring for your wife should be piece of cake.
As far as I know, for visitor visa you have to have to at least show you will return back to home country. I don't know how you can make a strong case with your situation. H-1 is best option as it would be dual intent.

Please share your experience if you figure out a better way, I know someone who will most likely end up in a similar situation.

Your only option is to sponsor her for the FB green card. Visitor visa route will not work as you have to tell the consulate about the marriage and that mostly will end in the denial.

If she can come here on a work visa, that is worth a try.
