Applying AP in USCIS field office?

Hello All,
I am in Charlotte. USCIS office which is in Charlotte does not accept AP application (in person or by mail).

Can I send this AP application document to the office to USCIS office different location(Washington DC)? (which accepts all forms in person or by mail.)
