H1B while I130 is Pendig

Hello,
My sister and brother-in-law currently live in India. They have a daughter who is American Citizen (born while they were in the US). I'd like to apply for immigrant visas for both of them.
1. While the I-130 is pending approval, can an employer still file for an H1B or L1 work visa for my brother-in-law?
2. Will his pending I130 hurt his H1B petition or vice versa? Can he come to US on H1B/L1 and work here while his family based I130 petition is pending?
3. Are there any complex issues involved in this case?

Hi All,

Can please someone advise on this? I am in the same situation where my brother is planning to file I-130 for me. I am currently in Us however my L1B stay is about to complete and I will return to my country soon. After that, Will I get any complications in applying any other Visa (say H1B Or L1B)
