If you are a U.S citizen, you have to file I-130 for her. Once approved, she has to get her immigrant visa approved in the U.S consulate in her home country. She cannot adjust status from a non-immigrant to an immigrant using I-485 since she is here on a visitor visa.

If the OP is a citizen, his spouse may file both a I130 and I485 at the same time. As long as the marriage is bona fide and the couple can prove that, she may get her green card without having to go back to her country.
However, I will advise the OP to consult a lawyer who is versed in family-based immigration.
