how come PD will be retrogressed to 2007 if people with 2008 PD get their GC

I really don't understand how it can happen? Because in some other tracking website people with PD 2008 getting GC, so many of them and here is the news that PD will be retrogressed.

USCIS never follow FIFO rule in practice.Hence all issues.Had FIFO is followed in practice strictly probably we may never heard the word called Retrogression.USCIS knew only one FIX called Retrogress!!! for all their mistakes.Yatha Raja Thatha Praja.
