Eventhough a cut of date for EB-2 ROW was predicted, Jan 2009 comes as a shock to me (unless I did not follow the calculations properly). I guess, now Oct 2012 will be the start of next movement?!?

EB3 ROW so broken that ROW people have started porting or applying to EB2. With EB2 ROW retrogression, now EB2 I /C will get no spillover and slowly but surely get closer to the blackhole.

Looks like more coming. Time to forget I, C or ROW and start work together for a common fix.


D. EMPLOYMENT SECOND PREFERENCE VISA AVAILABILITY
Continued heavy demand for numbers in the Employment Second preference category has required the establishment of a Worldwide cut-off date for the month of July. This action has been taken in an effort to hold number use within the annual numerical limit. Should there be an increase in the current demand pattern, it may be necessary to make this category completely “unavailable” prior to September 30, 2012.

The China and India Employment Second preference categories are already “unavailable”, and will remain so for the remainder of the fiscal year.

where is the "Continued heavy demand for numbers" coming from? It is difficult (for me) to imagine that were are any EB2-ROW with PD in 2009 - is it porting?
