WASHINGTON (Reuters) - President Barack Obama said on Friday he expects Congress to overhaul the country's immigration system, an issue that fires up emotions on both sides of the political divide, by "early next year."

Speaking to Hispanic reporters at the White House, Obama said he hopes a bill for comprehensive immigration reform will be drafted by the end of this year.

Obama tapped Homeland Security Secretary Janet Napolitano on June 25 to work with Congress to speed up immigration reform as senators warned another failed effort could doom chances for a generation.

Obama said he asked Napolitano to meet regularly with lawmakers to systematically work through a number of controversial issues, such as how to handle the 12 million illegal immigrants already in the United States and how to prevent future illegal immigration.

"We have convened a meeting of all the relevant stakeholders, and Secretary Napolitano is working with the group to start creating the framework for a comprehensive immigration reform," the president said.

Congress failed in 2006 and 2007 to pass immigration reform despite a push by former Republican President George W. Bush.

Earlier this year, Vice President Joe Biden said the U.S. economic slump and soaring unemployment made it a bad time to take on the issue.

Obama has been criticized for not following through on a campaign pledge to tackle the issue this year. He has urged the Democratic-controlled Congress to start pushing now to pass legislation.

Asked if an immigration bill would have enough votes to pass Congress, Obama said he did not know. He also noted as a further complication that next year is an election year.

Obama joked that his opponents had another reason to block his immigration reform effort: "There are many members of the Republican Party who think now that I am illegal immigrant," he said.

Anti-Obama activists have claimed that the president, the son of a Kenyan man and a U.S. woman, was born in Kenya and ineligible to be U.S. president.

Rather than providing administrative fixes for legal immigration, he has focused on immigration enforcement!!

If he cant get it done in 2009, it is impossible in 2010 since it is an election year.
Over to 2011...once in 2011, over to 2013...repeat cycle in infinite loop.
CIR is so radioactive, that no party will touch it.

He ( Obama ) just wants to just push out . I am seeing this dilly dallying for the past 4 years now , since 2005 . 4 years and 2 prwsidents later we are excatly where we were .

They always have some or the other reason .

a) They have the war to discuss so immigration reform now
b) They have the healcare reform to discuss, so immigration reform now
c) They have elections to discuss,so immigration reform now
d) They have the economy to discuss ,so immigration reform now

For them "no time is a good time for immigration reform" .

Immigration reform is being used as a carrot to give false hope to the immigrants and make then work day in and day out and contribute social security taxes whose benefits these people may never get to see .

I feel Obama is sincere about immigration reform...but at the same time he is cautious because of the sensitivity involved... Passing immigration reform in the congress and senate is very difficult task... and he understands that...

That is exactly correct. What can he do. He signs the bills that Congress and Senate passes. CIR is politically impossible in near future. Piecemeal is the only viable thing.
But then piecemeal is held hostage to the CIR lobby members.

Well, Obama has the will to pass healthcare. So, he can focus on immigration reform as well. Lets see if Schumer tables the CIR Draft bill after Labor day.

This is nothing more than pure, un-adulterated horse crap.

People, nothing will get done, ever. Not in the productive life time of an average (30-35 year old) EB filer from India.
So, milk it while you can and have other plans ready.

This is all B_____S_____ as you all know that even CIR is not for people like us it is for Illegal people unfortunately we are the only fool who is paying taxes and still in the que which is not to be noticed by any one and they have strong reason for not to notice us.

> getting us the green card will not be a big news in the coutry for Politician to cash it for vote bank.
> we do not have choice as we all a stuck in this que can not go back as we have bought houses and have family here and have a habbit to work like a dog for the same employer for past few years so what difference would it make to continue working for another 2 years when the economy will be back to normal.

Freinds nothing is going to change the only thing i say would work will be a bill which will soly advocating recapture of unused visa, i mean to say a bill which does not have anything else no other demands just recapturing the unused visa and thats the only way we will get our GC faster or other wise we will be doing what exactly these potician's wants us to do (Includeing President Obama).

this is all waste of your valueable time be focus we do not want to advocated anything else apart from our demad which is recapture the unused visa.

I hope this is pretty straight to understand.

And sorry if i hurt anyone's sentiments.

We should not be fully dependent on CIR. We should have independent campaign to push for our causes. Look at the facts here.

1. EB principals are labor market tested.
2. EB principals amount only arround 5% of legal immigration. approx 60k per year.

Letus highlight this to law makers.

While EB dependents and other legal backlog can wait for CIR, We need to push for LAW that will allow immediate quota exempt approval for "EB principals" after 12-24 months of I485 pending. Such a measure will clear the back log for future principals and dependants

I would advise all talented Indians to go back India and build it strong, rather than lingering around in USA. Take on corruption,communalism etc. Even if you become a martyr in the process , you will be remembered as a good person.
