last i heard was, draft will start from the week of labor day. final version to be ready by end of year with potential debate and voting early next year.

CIR will mean nothing for us legals... CIR might complicate the already broken legal immigration system...

Just trying to understand your statement. Do you have any draft of CIR or any previews about CIR? I am just trying to understand how it complicates legal immigration system.

it creates a mechanism for illegals to join the mainstream. this means that the applications that they file are going to clog the system and make things very slow. also, they will compete for the same green card visa that you are looking at. even though they stand at the end of the line, they will be ahead of you due to country quota limitations. it is like a person who applies in the ROW country quota is far ahead than those in the retrogressed countries. Unless CIR does away with the country quota limit (which it does not), you are in for more trouble that you bargained for. So, if you are supporting CIR, ask your senators to remove the per country limit clause, as that is againt equality laws that this country is so for.
