Yesterday, Representative Darrell Issa of California introduced H.R.3687 to eliminate the diversity immigrant program and to re-allocate those visas to certain employment-based immigrants who obtain an advanced degree in the United States.

Do you know how many visa # are available each year under this category and how are they going to allocate..I mean is it similar to the way they allocate current visa # (EB1, EB2 and EB3), per quarter and per country basis.

Good find and interesting concept. For someone who has attempted the diversity lottery for 10 years straight with no luck whatsoever, I think this is a good attempt at bringing the issue about raising the employment visas available.

We need to first educate ourselves about the political environment and what works and what doesn't. As it stands right now, bill H.R.3687 is not going anywhere. Let me repeat, this bill is not going anywhere, which is different than whether or not IV wants this or similar bill to be passed by the Congress . Few days back when we commented on other bill, we got few emails asking why is IV not supporting to pass a bill.
Introducing a bill is an important first of the 30 step legislative process. But its easier than the other steps that will follow the first step. Not that its complicated, but during last few years we made good progress understanding the system and what is good or bad for us.
Immigration Voice appreciates Congressman Issa for championing employment based green card backlogs. However, we would like to share with IV members that any bill introduced by republican representative without the democratic co-sponsor has almost zero chance of going anywhere in the Congress that has Democratic majority. We understand that IV members don't like/want to hear that. But we feel that its our responsibility to mention which bill has a good chance and which bill has zero chance to going anywhere.

Dear Sirs/Madams,
Personally I do think there is NO need to eliminate the diversity visa lottery quota but instead, this annual quota should be reserved for foreign students who have stayed in US for over 6 years by "first come first occupied" ONLINE registration method. It means that the "random drawing" lottery method should be eliminated. Why ???
The purpose of the diversity visa random lottery is to allow different cultures of people from all over the world to immigrate to US to enhance the multi-cultural exchange of different nations. If that is the case, foreign students in US fit the criteria for the multi-cultural nations. Also, foreign students in US have used to the US environment and they all know English with US educated background. Therefore, I do believe foreign students have more preferential background than people who have won the random diversity visa lottery because some people who won the lottery may not know English. Also, foreign students in US have records for formal background check before issuing the "Green card" and it is more safe for US national security.
Also, since EB legal immigrants visa quota is less than expected and some people got problems to find employers to sponsor their H-1B visa / green card application even though they were foreign students in US for over 6 years. Therefore, I think the annual 50,000 diversity visa lottery quota should be reserved for those foreign students by "first come, first ONLINE occupied" basis on this diversity visa quota instead of "random drawing" method. It will also shorten the queue for EB waiting immigrants and it indirectly encourages more foreign people from all over the world to pay more expensive foreign students' tution fee and this indirectly help the economy a little bit.
Does anyone have any opinion of my idea???

Not a single immigration bill has passed at least since 2005 thats when I started to follow the immigration debate . I am sure the last immigratuon bill that was passed was the AC21 bill .
I have seen tons of bills just getting drafted and moving no where . These senators just to please their indisrial lobbyist friends ( from whom they have recoeved campaign money ) just introduce these to show that the have tried . At the end the bill is destined to fail anyways .
I had predicted many times that America does not need innovation , It needs a cheap labor force which has to be kept submissive . Can you think of a better way to do that than what they are doing now . By keeping the illegals in the fear of deportation and keeping us in limbo by the carrot( Green card ) and stick( temporary H1B) approach.
Understand the politics behind the game and come out of the fantasies . The Spilover and the recession might bring luck for some of us but as far as bill are concerned . I am really doubtful if any will pass ever .
Sorry for my pessimism , but it is only profit that counts in politics and nothing else .
