AC21 and H1B Transfer

Are there any special procedures to follow if doing an H1B transfer and using AC21. Is it still required ( I know its not mandatory) to send the support letter indicating a "Same/Similar" job requirement when using AC21 but doing an H1b transfer instead of using EAD.
