I have PhD in a decent school with conference publications in electrical engineering and have 3 years experience. I have 2 years H1B left. I have two job offers:

1) Small startup (around $3M revenue according to Hoovers) in electrical engineering 12 people in here and 3 times more in India. Direct report to CEO position. CEO gets contracts from fortune 500 companies and development is done in house. Company also has some products to sell. Direct hire. Located in West Coast. Job title software developer (to control costs for labor approval) but will be designing many advanced product line. Company product line matches my line of study at university.

2) Medium size (around $600M revenue according to Hoovers) in biomedical engineering. Company does not hold H1B. Will be held by a contractor through outside agency. Hourly wage. Located in Midwest.

Which company would maximize my chances getting EB2 PERM? I have two H1Bs approved now. I have to choose one company.
