Default Effect of Kellogg language on EB2 (BS + 5 Years)

My PERM has been approved lately with primary job requirement of BS+5 years with no alternate requirements. I am working for the employer who has applied for the PERM. I noticed that Kellogg language has been included in H14 of ETA 9089. Does including Kellogg language dilute EB2 requirement in case of BS+5 years with no alternate requirements? Also if we answer to question “Is there an alternate combination of education and experience that is acceptable?” as NO; isn’t including Kellogg language contradictory?
