Default New EB2 PERM - Different position

I am on EAD with a different employer for the last 2.5 years on a similar position like my EB-3 PERM (Software Engineer) . Can I file a new PERM for a future managerial position for EB-2 classification which will have different job duties? If yes, can I use this EB-2 to port the priority date from the old EB-3 after the I-140 is approved?
