Question Travel Abroad while applied for H4 to F1

My wife, who is in H4 status(Expires on Feb 2011) is joined for MS course and planning apply F1. I think it will take around 3 months to get approved.

we are planning to go abroad.
1. Can we travel abroad and come back to US once F1 is applied and not yet got approved?

2. If approved and H4 is valida with stamp, do we need to stamp again?

An application to change visa status (like H4 to F1, or any other) is considered abandoned if the applicant departs from the US while the application is still pending.

So, as far as I know, you should not think of travelling outside the US until the change of status from H4 to F1 is approved. After which, you will necessarily need to get F1 stamped before you can re-enter the US.
