Question H1B1 Visa Stamping

My friends current H1B and visa both expire by end of December 2012, So he applied for an H1B extension and he got a approved H1B starting in December 2012.
So his question is can he attended for visa stamping in the month of September 2012 for his H1B which starts in December 2012
