Default H1b Extension denied for Client letter - MTR/other Options

Gurus-
My H1b Extension got denied last week for Not submitting Client letter. Client who was initially reluctant to provide client letter has finally agreed to provide one after explaining them new USCIS policies. So, my Employer is filing for MTR with client letter. Hope, everything goes well.

I've an EAD, so I am continuing to work on same project. Issue is with my spouse's H4b ext which was denied, with my H1b ext denial. Both of our visas/I-94 are expired, so no chance of COS.

Question is Could my spouse take the risk of staying in States when MTR is pending. I know all this period will be counted under Illegal stay, if my MTR is denied. Hope, everything goes well and my MTR gets approved in couple months. But, what is the risk of my spouse staying in states for next 2 months?

Plan B is to me look for another Employer and file a new H1b, My wife come back on F1(Consular Processing).

Any suggestions are greatly appreciated.

Default Method to this madness?

Is there a method to this madness when it comes to asking for client letters?

I am work at a government agency and not sure if they will be able to issue me a letter in time.
