Start-up visa 2.0

A few days ago I have seen some Senators proposed "Start-up visa 2.0" for both STEM graduates and world entreprenurs to get green cards and stay in US to set up companies for job creations. Also, I have seen pdf document for STEM graduate degrees online. I wonder if after coming Nov, 2012 presidential election, suppose no immigration reform to start this "Start-up visa 2.0"----so will it be a waste to define "STEM visa graduates" from an education committee????

So if allowing STEM graduates to set up companies in US for job creations, is there any other visa for foreign students to enter US to set up companies besides EB-5?
