H1B change on company in 6th year

Hi All, is there anyone who can help me find a thread which talks about this? I have a valid I-140 with the current employer with a EB3 PD of 2008 and I am in 6 th year of H1 applying for extension. Should I wait till extensions to me or can I change the employer now if I get a good opportunity.
Second Question is , My employer wont give me the I 140 , can I jsut use that notice in the USCIS website to show that my 140 is approved and use that to have my PD retained with the new empployer green card filing?

I think you can get your notice through FOIA. But even if you have your receipt number you should be OK. If at all possible, try to find an employer that can do an EB2 for you. Good luck.
