Actually you are wrong! Since the world will end in Dec (to be precise 21st Dec) 2012, USCIS would have already started their FY 2013. So we WILL need to have heated debates, discussions and name calling for 2013.

This was a question specifically about Quarterly spill-over i asked Ron on his Immigration Forum.

According to him, quarterly spillover is happening. But we are not clear on the calculation and method used

But if somehow the world is saved from extinsion in Dec 2012 by some action hero like Rajnikant or Sunny Deol, then we got think 3 remaining quarters of 2013.

Another scenario would be that if due to some geological disturbances U.S continental plate starts drifting towards north pole, many H1-B immigrants from hotter countries along with equator and tropics won't be able to tolerate cold wave and withdraw their I-485. This would pave way for advancements in EB-2 I and EB-3 I.

Another Brilliant Idea:

If we all start farting a lot, it should definitely increase the level of Green house gases like Methane and Carbon-Di-Oxide in atmosphere. This would cause America to warm up at much more higher pace than Al-Gore predicted. I-485 applicants from colder countries won't be able to tolerate the heat caused by South Asian farts and subsequently withdraw I-485 making all EB categories current.

So all, lets get a can of black beans tonight and fart all weekend. Alternately lets eat at Taco Bell.

Ron is usually "one of the best lawyers" and "a very good human being" as per my understanding and experience. Your opinion may vary and I respect that; but most people on IV have good words for him.

I second this....In my humble opinion Ron is not only a competent and a very informed Lawyer, but also a good person. He gives such good advice to people for which other lawyers might charge a fee. As per his predictions, since the underlying data is not accurate, there will always be a margin of error present.

Yep, Ron is good attorney and person. However, it is very difficult for anyone to predict DOS or USCIS. Ron has been correct and wrong as much as anyone else.

Looking at the movement of the dates, it seriously doubt that they are doing quarterly spillover; at least not yet.

The only 100% way to find out is if we can get any direct info from DOS/USCIS or wait till the end of fiscal year (if we see a big jump again in last quarter, that will mean spillover is happening only yearly).

Did you ask that Spill over has happened for 2009 or 2010 first quarter ? Because we all know that it happened for 2009 and it will happen for 2010.( how much is any one's guess ) but is he talking about quarterly spill over of 2010 ?

English is not same for us and these lawyers. If you try to get clarification they don't reply.
