They say the devil is in the details. In reviewing the USCIS announcement, the agency says applicants cannot apply for employment cards until their application is approved. But USCIS has not indicated how long such applications can take. I would urge USCIS to consider allowing employment authorization documents based on the receipt being issued for deferral rather than approval. USCIS could take months - perhaps longer than a year to work thought the applications - and delaying issuing work cards will only prolong the suffering. Please, USCIS, consider modifying that requirement.
