I did some research on the library of Congress website.
The amendment being sponsored by Senator Cornyn is S.AMDT. 2143 which is the DREAM Act. But apparently, it seems that S.AMDT 2142 (SKill Bill) is an amendment to HR 1585 (which is the Defense bill). S.AMDT 2142 is for Employment Based visa. Go to:http://thomas.loc.gov/cgi-bin/query/...wjVkm6:e61767: and scroll down to SA 2143. This amendment has H1 provisions so it is unlikely that it will pass. Is IV Core aware of this?

This will not be found out until next week since the DREAM Act has not been voted on yet.However, IV Core might know more about it.

I hope someone from IV Core reads this thread. We shouldn't wait until next week to decide what to do about this. It might be the last chance we have for Congress to consider any legislation regarding employement based visas this year.

I posted several messages regarding the SKILL Bill already but I don't think it has caught the attention of IV Core yet.
I went to the Number USA website and this is what it says on the main page: At some point during the debate, open-borders senators may attempt to attach three proposals that, when taken together, would grant amnesty to millions of illegal aliens and dramatically increase the importation of foreign workers at a time 10 million Americans are looking for jobs and can't find employment. If you click on the lastest updates, you will notice they have: Also, components of the SKIL Act, for which the main sponsor is Sen. John Cornyn (R-Texas), are likely to arise. To that end, Sen. Cornyn has amendments pending which, if adopted and enacted into law, would undermine U.S. workers and feed Big Business' insatiable hunger for cheap, foreign labor. SA 2143 would allow the "recapturing" of "unused" employment-based (EB) visas from fiscal years 1996 and 1997 (even though visas not allocated in a certain category in any given year are made available for other categories, so there really is no such thing as an "unused" visa). In addition, the amendment would raise the H-1B visa cap from 65,000 per year to 115,000 per year, more than double the number of EB immigrants admissible per year (from 140,000 to 290,000), and create exemptions from the EB visa cap for: (1) U.S.-educated scientists and engineers; (2) H-1Bs who have been working in science, technology, engineering, or math in the United States for three years preceding their application for an EB immigrant visa; (3) aliens with "extraordinary ability in the sciences, arts, education, business, or athletics"; (4) "outstanding professors and researchers"; and (5) aliens granted "national interest waivers." They are asking people to fax members of Congress to ask them to reject this amendment. Are we to contact senators?

the skill bill is introduced. However, is it pending? If it is pending then there will be a vote on it. If not it has to become pending in order to expect anything to happen.

Hon. Sen Cornyn did try to attach SKIL bill to one Appropriation bill in July 2007. I don't remember which bill. It was voted down 55 (in favor) - 45 (against); just 2 votes short of fillibuster. Democrats strongly opposed the bill. Leading the opposition charge were Sen. Durbin and Sen. Kennedy. This time around Sen. Sessions just enjoyed the show.
After that no one knows whether SKIL is dead. |
