Nothing can be done. Without LC, one can not file 140 and 485. Now USCIS is also considering to eliminate concurrent filing of 140 and 485. If it happens, unless your LC approved you can not file 140. Also, unless 140 is approved you can not apply 485 even if your PD is current. This may happen in June too..

You ca file 485 ,if I 140 is pending. But if your is pending you can't do anything...

You can file 485 ,if I 140 is pending. But if your labour is pending you can't do anything...
