Default Likelihood: EB2/EB3 India will be Current during any single month over next 4 years?

What in your opinion is this probablility till the end of 2011? Just to take care of a backlog or wahetver reason?

Not sure by looking at the current trend. But I feel confident that by 2020 it would at the current cut off dates as of today. (meaning it would have reached April 2008...

Sorry to be pessimistic but can't deny facts...

July 2007 was one of the special scenarios, when dates were made current. One of the explanation was that there are shortage of skill set. By making dates current, spouses on H4 will be able to get EAD. Most of the spouses can work, where shortage exists: This was named in media as H1B alternative.

Who knows, when next H1B alternative in this way will be created again?

There was a different effort to create H1B alternative by extending the duration of F1 students OPT from 12 months to 29 months. After some activities, nothing more heard about it.

This week bill related to doubling H1B numbers and removing cap from US masters is in news - there are two variations and perhaps will not be passed (or discussed) before Mar 31 because of vacations.

I am not pessimistic about nervous-wreck's question. It might happen.

As Dhundhun said... may be alternative to H1 quota increase.. may be pressure (call of duty :-)) to utilize all visas by Sep each year... Anything is possible... unless we truly know the supply/demand numbers... and thats always a mystery.. people keep guessing... but no one knows for sure.. So there's some light at the end of tunnel still...

If it happens, bet on the months of May-July each year! It would have to happen out of sheer panic about wasting visa numbers like last year. I suspect however that the lesson was learned last year and we are likely to see more generous movements in earlier months Apr, May, June incrementally.
With legislation anything is possible. So in answer to your question, It would be nothing but a wild guess on anyones part.

Some employers are worried about employee leaving once he/she receives GC. And for some desi consultants the delay is god-sent.

I came here in 2001, when H1 quotas where 195k, and know a few other people with 20006 PD like me, who have been here for 7-8 years. So 2004 PD is not that back old. Also not that PD was stucj at 1 jan 2003 for a long time. Many people with 2004 PD were only able to file thieir 485 in July 07
