Can a Company apply for a PERM labor certification on behalf of a person who is not currently an employee?

That's what I thought too. How long can the potential employee be not working with the sponsoring company.(labor, I-140, I-485, GC) Also is there an official wording on the Dept of Labor or USCIS website that confirms that?
