EAD is processed from the receipt date or receipt notice?

1. Could someone tell me,please when EAD is counted by Uscis(approx. 3 months?)...from the date Uscis received the package(receipt date) or from the date Uscis emailed or issued you the receipt notice?

2. I didn't find the fee for I-485, the old fees under the July visa bulletin...could someone, please tell me how much it costs the I-485 form?

I would really appreciate your input.

Again, more experienced folks can give better input.. but for all USCIS apps.. Its receipt date.. as your application has to be eligible as of RD never ND...

But The rule for interim EAD may change or normal processing of 90-Day may not apply for July applicants... due to enmormous applications and unexpected workload on USCIS... Again its guess work only until next update from USCIS...
