When does USCIS initiate Name Check process?

Do they start it soon after getting the 485 application or is it when they start processing your application and assign an IO?

Since there was a big rush in July/Aug last year there might be another NC
backlog brewing at FBI.

If USCIS initiated NC for everybody right after July/Aug rush then NC is not a blocking factor for any of July/Aug filers because it is already past 180 days...

But if USCIS starts NC after it assigns an IO, then we are screwed.

They initiate NC within a week to 10 days of receipting the 485...Last July filers NC were already initiated. The prob is it looks like cis is not following the 180 day rule...

The name check process gets started once your finger printing have been done. Name check sometime become a problem only when they have a hit in their system and get ready for delays.
Once their is a possible hit against your name meaning that your name matches someones who fbi is looking for or in the past was in trouble, was a federal witness or they have a file on you if this happens then you are entered into secondary screening. In this process you information gets assigned to an fbi agent who has to track and get the actual physical file to him to review and make a decision. This becomes a problem when lets say the agent requests the original and its located in one of their field office in some backwood sticks location, the field office might not respond for the request of the file so hence you are waiting for your name check to clear. Once the field office send the original file to requesting agent then requesting agent reviews your case and then makes a decision.

Long delays happen when you have multiple hits against your name in this case mutiple files are requested and could be from multople locations
