if I-140 is approved

I came to know that if I-140 is approved with current employer (a), after switching to new employer (b) & starting GC process from scratch, PD of previous employer (a) can be used for GC process with new employer (b).

Please share the facts or your knowledge on this issue.

Is there any negative effect in this process?

This is true and has been done on numerous occassions. You need to get hold of the approved I-140 from your previous employer though and could request the earlier PD when applying for new I-140 by attaching a copy of previous I-140 approval. But there is no guarantee that USCIS will honor it, though most of the cases don't face any issues. Good Luck and don't forget to participate in the call campaign.
