This is true and has been done on numerous occassions. You need to get hold of the approved I-140 from your previous employer though and could request the earlier PD when applying for new I-140 by attaching a copy of previous I-140 approval. But there is no guarantee that USCIS will honor it, though most of the cases don't face any issues. Good Luck and don't forget to participate in the call campaign.
