Default Son denied drivers permit because of green card photo?

Recently me and my son went to go get his drivers permit. But as we went up to get verified he was denied to use his green card as a primary source because his picture was taken before he was 14. Does anyone know what we can do about this? do we go to our local immigration office? how long would it take to renew the photo?

All the other documents that are to be used as primary documents including birth certificate(foreign) were not accepted( it was laminated) and his foreign passport is expired.

Yes this should be the best and I think the only option available to you unless you have any other form of govt issued photo ID. Please renew passport until your son becomes an US citizen.

Even though you are a permanent resident of the USA, you still are a citizen of your native country. For all practical purposes you need to maintain a valid passport of that country. You could probably survive without one , but for travel, ID purposes, etc, you still need a passport.(even to go to Canada)

Even if a minor's green card had a validity date beyond 14 years, you still have to renew it within 30 days after your son reaches 14.
