If a Company A layoffs some employees, can't they file LC for the existing employees till six months? If so the company can't submit LC for any of the employee? Or it is specific to departments / roles?

Depends, if they layoffs people in 6 months in similar occupation then if they file LC it will get rejected. I doubt department matters but location matters companies can layoff people in one state and file LC in another state. Skill matters. Basically the employer(lawyer) has to say that the area of employment or "duties" are "significantly" different for this LC and the employees affected by layoffs. It could be tricky so companies wait for 6 months after layoffs in order to avoid rejection. Give me green if it is helpful.
