No, an inquiry does not result in status change. It does not result in soft LUD change either. My attorneys sent a streaming inquiry to TSC and also opened a SR with TSC for my pending I-140. I contacted the congressman's office and they also inquired. None of them resulted in status change. These all happened about 40 days ago.
Finally, USCIS showed mercy and today approved my I-140 petition filed @ TSC with a receipt date of August 6th 2007. TSC website is broken and it didnt show any status change. I came to know this from my attorney's email today. I dont know what triggered my I-140 action but am glad that finally they showed mercy!
