How about this one in addition to San Diego quota?
GC for a couple that helps in rehabilitation of a homeless person. A person under this quota should 'adopt' a homeless person and help him to become employable. Help would be provided in the form of money, time and mentoring. Once the homeless person becomes gainfully employed, the couple would get a GC! Note: the homeless person adopted should be from a different racial background. otherwise, one spouse would become homeless and the other one would adopt him/her! :-) OR a relative/friend could be adopted to cheat the system...Like the GC marriages... I support this cause but I want the south side San Diegoans to get preferential treatment, especially ones who sleep facing north east and who wake up at 7.30 in the morning. I have nothing against north side folks and I have lot of friends on the north side. Its jsut that south side folks are more deserving because they bring diversity to "north" America.

I see people without US masters/phd are trying to make separate quota for US Masters a joke. They forgot that separate quota for US Masters have been a legitimate cause for many law makers. Remember there's separate quota of H1B for US Masters? Remember there were many bills introduced to exempt US Masters from green card quota? You may argue none of them passed, but it does not mean separate quota for US masters are a joke like one for San Diego.

They simply don't understand that any extra visas which would become available when MS/PhD's are cap exempt, should help everybody. Being a Master's student, i did support HR 1791, as the EB2 and EB3 would have benefitted from spill overs. Strange to see that many don't support/share this idea, and make a big joke of this issue.
