Place of Birth mismatch-- Passport Vs Birth certificate

Hi All,
My wife's place of birth on passport does not match with the birth certificate. On enquiring it's almost impossible to get BC changed. To make change on the passport, a court order is required.

If there is anybody who has gone thru the same issue, please let me know what u did.
