Default Going for visa stamping. Questions on PIMS!!

My spouse is getting her L1 stamping done for the first time when we travel to India in the next few months. We will be going to the Chennai consulate.

1. Is it possible to reduce the delay by adding the name to the PIMS system before travelling. If so, how do we do this?

2. Are all US consulates in India experiencing the same delay? We live in Karnataka. Can we go to a different consulate?

3. My spouse has a AP (based on my GC application). My 140 is not approved yet.
a. If there's too much delay, can we withdraw the visa application and travel using AP?
b. In future, if my 140 is not approved, would it jeopardize spouse's visa situation if she uses AP?

1. Is it possible to reduce the delay by adding the name to the PIMS system before travelling. If so, how do we do this?
---> As far as I know from Murthy.com announcements, only Kentucky Service Center is supposed to enter information into PIMS database. The consulates are supposed to verify petition details electronically. If the information cannot be found electronically, they request petition verification to KSC via phone. The delays may come in the latter case. In my case, the delay was 29 days (including weekends) but that might not be usual. People got renewals done in 3 days also. So I dont know the pattern.


2. Are all US consulates in India experiencing the same delay? We live in Karnataka. Can we go to a different consulate?
---> If you look at the forum postings, most delays occur at Chennai, then at Mumbai, then at Delhi. Again, thats just a rough estimate.

---> My company lawyer said yes one can withdraw the application then use AP. Chennai consulate asked for a written application for withdrawal when I checked.


b. In future, if my 140 is not approved, would it jeopardize spouse's visa situation if she uses AP?
---> My company lawyer said using AP is a one time decision and it should not introduce any prejudices for your future immigration actions.

She got a change of status from H4 to L1 while in the US. Would her information be in the PIMS database already? When is it first entered into the PIMS system?

It looks like not ALL applicants are having a delay in receiving their passport after Visa stamping.
I know couple of my friends received their passport the next day.
(H1 extension - stamping in Chennai)
But I understand from this forum many people are experiencing delays.

Any thoughts on what kind of applicants are experiencing delays ?
(or) in other words.... What kind of approval information (H1/L1) are delayed in getting into the PIMS system

I am planning to go for stamping in March. I am certainly worried on the delays.
